A | MOSCOW -- The lower house of Russia's parliament on Wednesday gave its final approval to a bill revoking the ratification of a global nuclear test ban treaty, a move Moscow described as putting it on par with the United States.The State Duma lawmakers voted unanimously to revoke the ratification of the Comprehensive Nuclear Test Ban Treaty in the third and final reading on Wednesday. The bill will now go to the upper house, the Federation Council, which will consider it next week. Federation Council lawmakers have already said they will support the bill. The legislation was introduced to parliament following a statement from Russian President Vladimir Putin, who warned earlier this month that Moscow could revoke its 2000 decision to ratify the treaty to “mirror” the stand taken by the United States, which has signed but not ratified the nuclear test ban.The treaty, adopted in 1996, bans all nuclear explosions anywhere in the world, although it has never fully entered into force. In addition to the U.S., it is yet to be ratified by China, India, Pakistan, North Korea, Israel, Iran and Egypt.There are widespread concerns that Russia could resume nuclear tests to try to discourage the West from offering military support to Ukraine. Many Russian hawks have spoken in favor of a resumption.Putin has said that while some experts have talked about the need to conduct nuclear tests, he hasn’t yet formed an opinion on the issue.Deputy Foreign Minister Sergei Ryabkov said last week that Moscow will continue to respect the ban and will only resume nuclear tests if Washington does so first.。

B | 上海近日修订出台了《关于对生育三胞胎以上家庭给予生活补助的通知》，5月1日起正式实施。子女符合相关条件的三胞胎家庭，家庭年人均可支配收入低于上年度上海市居民人均可支配收入可申请生活补助，从5月1日起，上海三胞胎家庭补助标准是1970元/月。修订后，申请条件进一步放宽，审核程序也更为便捷。图源：卡乐图片贾琼摄　　上海市自1992年对生活有一定困难的生育三胞胎以上家庭给予生活补助，按照此前的补助标准，原来的申请范围是：“子女年龄不满十六周岁或年满十六周岁但均在校接受全日制本科及以下学历教育”的。　　为更好保障三胞胎家庭子女基本生活，现在申请条件放宽了，现修改为“子女年龄不满十八周岁（年满十六周岁，以自己的劳动收入为主要生活来源的除外）或年满十八周岁但均在校接受全日制本科及以下学历教育”的。　　除了放宽申请条件，审核程序也更便捷，一是细化受理环节，明确“街道办事处、乡镇人民政府应当对申请人提交的基本材料进行审查，材料齐备的予以受理，并发放《上海市生育三胞胎以上家庭生活补助申请受理通知书》”。二是审核确认主体下放，明确“街道办事处、乡镇人民政府在收到申请材料的五个工作日内予以审核确认”。
